established that there is a need to centralize coordination of a city-wide strategy to recruit and maintain new healthy food businesses and to support existing healthy food businesses in using economic incentives and technical support; defined healthy food retailer; required partnership across public agencies and community organizations to implement and evaluate Healthy Food Retailer Incentive Program; required identification of underserved areas of the City, address barriers to healthy food offerings in retail settings, coordinate existing incentives and develop new incentives such as technical support, training, permit and license assistance, store redesign assistance, retail assessment, facade improvement, grant and loan access, creation of a centralized resource center, exploration of job training or employment opportunities, particularly for low income individuals and youth; devoted equivalent of one full-time staff person for the coordination of the Healthy Food Retailer Incentives Program; required annual reports on progress and funding of program
